You installed an emulator, downloaded your PSX ROM and extract it and suddenly there is this esoteric extension that makes your life once again harder.
Solution:
Once you have the ECM file in the BIN format, you can convert BIN to ISO with a program like MagicISO, WinISO. PSXC-Rearmed runs the.BIN files fine for my PS1 games, but I wanted to convert them to PBP files, especially for multi-disc games. I downloaded PSX2PSP 1.4.2 this morning and converted both FFVII and Castlevania SOTN to test. Some CD Images are packed in the ECM file format. This can only be read by programs explicitly designed to deal with ECM files. Luckily, there are tools available that allow you to convert these files into much more usable formats such as ISO or Cue/Bin files.
Download an ecm tool. I used this one.

Next I used an Ubuntu Linux, opened a terminal and compiled the unecm.c file with gcc:
gcc unecm.c -o unecm

ECM (Error Code Modeler) lets you prepare CD image files (such as BIN, CDI, NRG, CCD, or similar) so that they'll compress far better in programs such as WinRAR. Here's how to use it:
1. Run the CD image file (i.e. filename.bin) through ECM to create an ECM file (i.e. filename.bin.ecm).
2. Compress the ECM file (i.e. filename.bin.ecm) using your favorite compression program.
3. Back up, transmit via Internet, or whatever you normally do with CD images!
4. When you want to burn the CD again, extract the original CD image from the ECM file using un-ECM.
How to use: simply drag/drop over the exe and let it go to work.
